First and foremost, I would like to congratulate Invest Selangor Berhadfor organising this wonderful ceremony tonight.

May I take this opportunity to thank:

  • All our investors both local and foreign for their great support towards Selangor.
  • Government departments and agencies both at the state and federal levels for their immense role in in bringing extensive investments to Selangor.
  • Malaysian Investment Development Authority (MIDA) for their full support and cooperation to Selangor State in promoting our investment programs.
  • Also appreciation to Y.B. Dato’ Teng Chang Khim, Selangor State Executive Councillor (EXCO) for Investment, Industry and Commerce and SMEs; for managing this investment portfolio and ensuring Selangor remains a golden destination for investment serving both the domestic and global market.


Ladies and Gentlemen,

With almost 20 years operations of Invest Selangor as the state investment promotion agency, Selangor managed to successfully attracted more than 7,600 manufacturing projects, creating more than 380,000 job opportunities in the state and country. The projects have accumulated RM191.67 billion worth of investments. In 2017 alone Selangor had contributed RM270 billion worth of Gross Domestic Product, which accounted for 23% of the entire nation’s GDP.

This proves that the Selangor State Government has a stable financial capability through the strengthening of governance aspects that produce efficient services and effective policies.

In 2018, our target was RM7 billion, and we managed to attract RM8.25 billion as at September 2018 as issued by Malaysian Investment Development Authority (MIDA)for the manufacturing sector in Selangor. Thus, this significant track record shows Selangor remained the most preferred investment destination in Malaysiawith 143 approved projects.


In 2019, we are targeting RM7.5 billion, a conservative forecast due to various global economic uncertainties.

The investment and industrial sectors play a major role in the growth and stability of the Selangor State economy. The implementation of investor-friendly policies and the stability of the State Government policy makes the State of Selangor a major investment destination in Malaysia.

This factor is reinforced with complete infrastructure and utilities, as well as the existence of a conducive eco-system to encourage investors to choose Selangor as their investment destination.In order to continue the growth of the investment and industrial sector in the State of Selangor, the State Government through Invest Selangor has devised a comprehensive strategy and initiatives for this purpose to be realized. These include a few industries that we emphasize:

Firstly, the Halal Industry.

On 18 December 2018, Invest Selangor organized the Town Hall program for the study and preparation for the Selangor Halal Action Plan 2018 – 2028. This is also an initiative by the Selangor State Government in developing the strategy and methods to enhance and improve the Halal industry ecosystem in the Selangor State. This Halal Industry Roadmap is the first in Malaysia and this will have a huge impact on the Halal industry in Malaysia.We are proud to be the first state in Malaysia to develop a Halal park, which we called the Selangor Halal Hub and it is located in Pulau Indah. It was set up in 2003 and has attracted asignificant number of investors in the food industry and we welcome other investors from various industries as well.


Secondly, the Aerospace Industry. A series of meetings and discussions with federal and state technical departments as well as industry engagement have been held to gain input in developing an Action Plan for the Selangor State Aerospace Industry. The Road Map of Malaysia’s Aerospace Industry Action Plan is the first in Malaysia; proof of Selangor’s role as the main aerospace hub in Malaysia. This Roadmap Action Plan serves as a comprehensive planning plan and is a guideline in determining the direction of development to bring the State of Selangor as the world’s number one choice for aerospace.

The state government is also involved in the aerospace meetings with the EU-Malaysia Chamber of Commerce and Industry (EUMCCI) and the Asian Business Aviation Association (AsBAA Malaysia Chapter) as well as the Selangor Aerospace Council Meeting. The Aerospace industry has now strategically formed the ‘3S’ aerospace belt in the state – Subang, Serendah and Sepang. In line with that, we have a MoU with partners including MAHB and UMW to further promote and market the 3S belt as an ASEAN regional aerospace hub as well as in attracting foreign direct investment (FDI)


Ladies and Gentleman,

In the November edition of The Economist, it is stated that E Commerce accounted for 2.3 trillion dollars in sale and expected to soar up to 4.5 trillion dollars by 2021. Data collected from the Statistics Department showed that e-commerce contribution to Malaysia’s gross domestic product (GDP) had increased to 6.1 per cent or 74.6 billion in 2016 compared to 5.9 per cent or 68.3 billion in 2015. Huge potential and massive impact on the economy has made E Commerce an industry that needs to be maximise by Selangor.

In 2015, we inaugurated the Selangor Information Technology and E-Commerce Council (SITEC), focusing on IT and e-commerce development. SITEC is an initiative implemented by the Selangor State Government through Invest Selangor to improve ecosystems in the e-Commerce industry. Key focus areas and efforts undertaken by SITEC include implementing an e-commerce education program, supporting and training traditional brick and mortar merchants and SMEs to take up e-Commerce as part of their business strategies through the Online 100 and Apps 100 programmes.

Online 100 aims to onboard 100 merchants to the e-commerce ecosystem, and Apps 100 aims to provide 100 mobile app stores for said merchants. SITEC also manages the Selangor Digital Creative Center (SDCC), and 11,000 sqft incubator and co-working space for startups.

As of December 2018, a total of 73 e-commerce classes were conducted since its inception in 2015, and approximately 200,000 individuals were reached out to, mainly startups, SMEs, and players in e-commerce, Smart City and technology. Over 850 apps were created for ‘Online 100’ merchants and as many as 425 Selangor retailers have been trained to be e-commerce ready under the Online 100 initiative.


Ladies and Gentlemen,

In terms of our globalisation and trade initiatives, the Selangor International Business Summit 2019 (SIBS 2019) is in line with our strategy to position Selangor as the Gateway to ASEAN and aspiring Global Trading Hub.

In 2018, SIBS has attracted 23,737 visitors. The annual event organized by Invest Selangor managed to record transactions worth RM 194.6 million.On the success of this event, the State Government through Invest Selangor will continue its SIBS in 2019 featuring the Selangor International Expo in its 5th year, Selangor ASEAN Business Conference 2019 and much awaited Selangor Digital Economy Convention 2019. This year, Invest Selangor will also be introducing an inaugural Selangor Innovation Expo 2019 in SIBS 2019. This new expo will focus on innovation, research papers and ideation from universities in Selangor and commercial research centres in the region. SIBS 2019 will be held from 10-13 October 2019, at the Malaysia International Trade and Exhibition Centre (MITEC), Kuala Lumpur. This program also provides opportunities for local entrepreneurs to explore overseas markets and create trade communities between Selangor and other countries and make Selangor the investment destination and trading hub for the ASEAN region.

Few weeks ago, I have officiated the first vehicle line off from Toyota state of the art plant in Bukit Raja. I am delighted that the plant is equipped with the latest technology and innovation in the automotive industry. This morning, I have also witnessed another milestone for Selangor with the ground-breaking ceremony of IKEA Distribution Centre in Pulau Indah. These and more investments are testament to the success story in Selangor.

On behalf of the state Government of Selangor, I would like to once again, express my highest gratitude and appreciation to all investors for the confident and commitment to have your operation in Selangor.

I wish to congratulate all the recipients for tonight’s awards. May this award will motivate all of us to strive for greater achievements and continuously improve and move forward in a challenging global business environment.
